An Incident Involving Man With Huntington’s Disease Leads to Mental Health and Disability Training

(Ellis County, TX) Ruben Solis was walking from his daughter’s home when he was detained by police. Solis was given a black eye, dislocated thumb, and internal bruising by the officers before they brought Solis in. After the incident, Solis filed a lawsuit claiming the officers violated his rights under the Americans with Disabilities Act. Solis agreed to drop the lawsuit if the police department agreed to mandatory mental health and disability training. In addition to the training, Ellis County is bringing in licensed mental health professionals to train and certify 25 “Mental Health Deputies” who are specially- trained in crisis intervention.
