Death of teen with intellectual disability in jail

Harris County officials have approved a $1.25 million settlement in the death of a 19-year-old man with an intellectual disability who was killed while incarcerated in the Harris County Jail. Fred Harris had an IQ of 62 and weighed only 98 pounds at the time of his death. His family filed a lawsuit alleging that jail officials failed to protect him despite clear signs that he was vulnerable.

According to the lawsuit, Harris had been identified as someone who should have been housed separately for safety reasons. Instead, he was placed in a cell with another inmate who had a known history of violence. The lawsuit alleges that the attack occurred while jail staff failed to intervene in time to prevent the fatal assault.

The settlement highlights ongoing concerns about how correctional systems manage and protect incarcerated people with disabilities. Individuals with intellectual or developmental disabilities are often at increased risk of violence in prisons and jails and require additional safety measures that many facilities fail to provide.

The death of Fred Harris raises broader questions about accountability, oversight, and the responsibility of detention facilities to protect vulnerable individuals assigned to their care.
