Jamal Sutherland was a 31- year old diagnosed with Schizophrenia and Bipolar disorder. Jamal was admitted into a behavioral health facility due to his mental health. After he attacked another patient, police were called. When he was arrested, officers were told to take him to jail instead of another secure treatment facility, according to Scott and North Charleston Mayor Keith Summey.
