DeSilva, 46, had severe mental illness and was holding a knife to his neck when people in the building called 911. After taking an elevator to the fifth floor with a building worker, two officers found DeSilva in the hallway, with his back to them, looking in a mirror with a knife to his neck. The officers shouted at DeSilva to drop the knife, and he lowered it. The officers then shouted, “Hey, man,” which resulted in DeSilva taking one step in their direction. The police officers proceeded to shoot DeSilva multiple times resulting in DeSilva being pronounced dead at a hospital.
