Phillips took anti-epileptic medications and hadn’t experienced a seizure in over a year when he was incarcerated. His prison record showed no indication that he received any medications while at Butner Federal Medical Center, and 4 days after he arrived, he was discovered “face down, unresponsive, pulseless, and cold, with locked muscles and blood on his pillow.” Prison records list his cause of death as epilepsy.
